  • The Coffeen Projects serve Jefferson County and will serve the towns of Brownville, Glen Park, Le Ray, Pamelia, Rutland, and Watertown
  • The project includes replacement of three 115kV transmission lines and structures in existing rights-of-way. Additional easements may be needed for the construction and operation of the line
  • Also included are access road upgrades, and technologies to improve response time and decrease maintenance costs.

Permitting Updates

  • Permits for the two remaining segments — Coffeen-Black River and Coffeen-Staplin Creek — will be filed in August 2026 and September 2027, respectively.
  • The permit filing for the Coffeen-North Watertown segment was made in October 2025.
     

Permitting and Participation

This project will be permitted under Part 102 of the Public Service Law

On August 28, 2025, National Grid submitted a report containing project and construction details to New York’s Public Service Commission (PSC) for review. We will also need local approvals, a Stormwater Pollution Prevention Plan (SWPPP), a review by the NY State Historic Preservation Office, and permits from the NY Departments of Environmental Conservation and Transportation, and US Army Corps of Engineers. Once a satisfactory review is complete and all other permits are approved, the project may begin construction. For more information about permitting, please see our Project FAQ page.

The permitting process includes opportunities for public involvement and comment from permitting through construction.
