New York's Path to Transparent, Efficient and Accurate Long-Term Transmission Planning

New York's utilities are working together with the New York State Public Service Commission, New York State Energy Research and Development Authority and New York Independent System Operator to develop a new process for determining what transmission projects go forward and when. The Coordinated Grid Planning Process updates the framework used to identify, analyze and recommend long-term transmission investments in New York State. 

History

In 2020, in response to the Accelerated Renewable Energy Growth and Community Benefit Act, the Public Service Commission initiated a proceeding to implement long-term transmission planning that resulted in the development of the CGPP. The Commission approved the CGPP process framework in 2025, and the first cycle of CGPP planning studies is currently underway. New York's utilities, including National Grid, filed proposals with the commission in spring 2026 outlining grid upgrade projects required to maintain progress on reliability, affordability and resiliency.

Process

CGPP cycles are a three-year process involving data collection, system studies and modeling, and solutions development. In the first two years, projects are developed and reviewed by the NYISO and NYSERDA to balance load need, project cost, generation growth potential and other factors. Utilities then submit their proposals to the PSC, who selects which projects will move forward by the end of year three.

The Energy Policy Planning Advisory Council was created to inform the planning process. This group represents energy developers, utilities, customers and communities to advise participants in the process, provide feedback on projects, and incorporate lessons learned into future planning.
