National Grid’s Beaver River-Porter project will rebuild approximately 60.32 miles of 115kV electric transmission lines in Lewis and Oneida counties. The project also includes the construction of two new substations.

Project Quick Facts

  • Beaver River-Porter was formerly part of the Black River-Porter project, which has been split into Beaver River-Porter and Black River-Beaver River.
  • Beaver River-Porter runs through two counties: Lewis and Oneida.
  • The line travels through the villages of Croghan, Lowville, Turin, Boonville, and Holland Patent and the towns of Boonville, Croghan, Floyd, Leyden, Lowville, Marcy, Martinsburg, New Bremen, Steuben, Trenton, Turin, Watson, and West Turin.
  • The project will replace existing 115kV wire and structures in the right of way. Additional easements may be needed for the construction and operation of the line.
  • The project includes the construction the new Beaver River substation in the Town of Croghan and the new Gulf Road substation in the Town of Leyden.
  • Also included are access roads upgrades and technologies to improve response time and decrease maintenance costs.
     

Current Activities

The project entered the permitting phase with the submittal of the Article VII Application to the New York Public Service Commission in March 2025. Sites for potential construction yards (marshalling or laydown yards) are under evaluation. Field studies, including geotechnical work (soil borings) and an in-person right of way review, are scheduled to take place throughout 2025.

Permitting and Participation

This project will require Article VII permitting to proceed. National Grid submitted the Article VII Application - Case no. 25-T-0178 - to the Public Service Commission (PSC) on March 7, 2025.
